    摘要: 中國國民黨榮譽主席連戰與中共中央總書記胡錦濤於2005年4月26日進行私人會談活動，即所謂的「和平之旅」，並於北京人民大會堂進行會談，達成五點共識，此後國共兩黨開始政黨交流，最重要的是建立了不定期交流及制度化溝通平臺，藉由「國共論壇」所建立的管道，使得國共透過交流建立起政治經濟上的共識。而2008年3月馬英九羸得選戰，國民黨重回執政，過去國共交流的成果，成為馬政府制定大陸政策的重要根據，兩岸關係發展也進入了嶄新的紀元，在此期間兩岸除重啟自1996年以來停止運作的海基、海協兩會協商外，兩岸官方更在此基礎下具體完成了兩岸大三通、陸客來臺觀光等重大協議外，更於2010年6月兩岸正式簽署《海峽兩岸經濟合作架構協議》(簡稱ECFA)，自此兩岸經濟活動出現開創性的局面，更是使開啟兩岸經貿進入制度化與正常化的歷史性里程埤。
    胡錦濤於2012年將任期屆滿，兩岸在「九二共識」及「擱置爭議」的共識下，加速兩岸政治對話，實為中共重要課題；國共自1949年內戰分制自今以過60多年，北京當局現階段認為「臺灣局勢發生積極變化、兩岸關係呈現良好發展勢頭的形勢下」，本研究係將探討在2008馬英九執政後中共對台政策的「持續」與「變遷」。
    On April 26, 2005, a private colloquy between Chan Lien, the honorary chairman of Kuomintang, and Jintao Hu,the secretary-general of China Communist Party, was held. It was so-called journey of peace. Having conducted the exchange of opinions in the Great Hall of the People, they achieved five consensuses, which initiated political interaction between the two parties. The greatest achievement of the parley was the establishment of irregular interflow and the institutionalized communication platform. Via the channel constructed by KMT and CCP tribune, the two parties could reach mutual agreements in both politics and economy. Ma Ying Chiu’s landslide victory in 2008 presidential election enabled Kuomintang to retrieve its political predominance. The fruitful results of the communication between the two sides laid the pivotal foundation of Ma’s enactment of policies toward mainland China. The development of cross-Straits relation also entered a brand-new epoch.
    During the period, besides the re-initiation of negotication by Straits Exchange Foundation and The Association for Relations Across the Taiwan Straits, which had been interrupted since 1996, the authorities from two sides, on such basis, arrived at momentous agreements, such as Three Links and mainlanders’ tourism in Taiwan. Moreover, they formally signed the Economic Cooperation Framework Agreement , simplified as ECFA, in June, 2010. This pact not only spread out a groundbraking prospect for cross-Straits economy but also erected a historical milestone inscribing the institutionalization and normalization of bilateral trade.
    Jintao Hu’s presidency will expire in 2012. Under the mutual agreement of 1992 Consensus and Shelved controversies, to facilitate the political negotiation between two sides is definitely a issue of paramount significance. Six decades has elapsed since the split arising from the Civil War in 1949. For the time being, Beijing high officials contend,”There are positive transformation occuring in Taiwan’s political posture. The benign interrelation promises immense potential for further evolution.” The aim of the thesis will investigate the continuation and transition of China’s Taiwan policies in the wake of Ma’s election in 2008.
