    論文提要內容:
    台灣與中國大陸貿易關係之密切,除了是現階段台灣最大的出口地區,更是台灣貿易順差的最大來源,兩岸之間的經貿依存度已更加緊密。然而,隨著兩岸經貿互動日趨頻繁下,彼此之間所需要協調與合作機制,消除兩岸間的貿易障礙,以達到雙贏的目標,便成為兩岸現階段亟需優先處理的議題。簽署ECFA後,除了是檢驗兩岸關係最具代表性的指標之外,更是攸關著未來兩岸關係的和平發展。如何藉由兩岸簽署ECFA,改善台灣與「東協」國家之關係,進而有利於台灣融入東亞區域經濟整合,避免經濟被邊緣化的危機,更是台灣經濟長遠發展,因此,ECFA之簽署將對兩岸關係發展之影響及台灣走出國際社會的最大挑戰。
    本研究主要是以整合理論來檢視兩岸簽署ECFA的各種可能面向,內容包括ECFA在兩岸經貿所扮演的關鍵角色、ECFA在WTO架構下之屬性,ECFA重要的內涵,並從宏觀的角度說明ECFA對兩岸關係發展之影響;以及舉國際間重要之區域貿易協定為例,如北美自由貿易協定(NAFTA)、歐盟經濟夥伴協定、東協與中國大陸全面經濟合作架構協定(簡稱中國-東協架構協定)與中國香港更緊密經貿關係安排(簡稱CEPA),參酌其他協定架構之範圍、項目、爭端解決機制與運行模式等內涵,以及協定生效後對簽署雙方的既有影響,進行綜合分析,兩岸簽署ECFA之後兩岸互動之發展研究。
    回顧ECFA一年來的成效,雖在服務業(如觀光旅遊、金融業、陸生來台)有明顯成長,惟對國內產業(農業、製造業)而言仍有著衝擊影響。又從ECFA談判經驗來看,台灣內部對兩岸關係存著高度政治疑慮、甚少產業利益整合機制、亦無朝野及社會之共識,因此馬政府存在明顯的保護主義,深怕被說ECFA造成失業、產業受害與所得分配惡化。

    Abstract:
    Taiwan has very close trade relations with China. Apart from being Taiwan’s biggest export destination, China has become Taiwan’s largest source of trade surplus. The economic interdependence across the Strait has witnessed an increasingly closer bond. However, the increasing economic and trade interactions require coordination and cooperation mechanisms to eliminate cross-strait trade barriers and achieve a win-win situation. This has now topped the agenda of the cross-strait issues. The signing of Economic Cooperation Frame Agreement (ECFA) not only serves as the most representative indicator of the cross-strait relations, but also has future implication for cross-strait peace. How to improve the relations between Taiwan and the Association of Southeast Asian Nations (ASEAN) by way of ECFA to further Taiwan’s integration into the East Asian economy and avoid the crisis of being economically marginalized is Taiwan’s long-term economic development. Therefore, the signing of ECFA will have impacts on the development of cross-strait relations and serve as the biggest challenge to Taiwan’s entry into the international society.

    This research adopts the integrative theory to exam all possible aspects of the signing of ECFA by the two sides across the Strait, including the key role played by ECFA in cross-strait economics and trade, the characteristics of ECFA under the WTO framework and the important contents of ECFA. The impacts of ECFA on the development of cross-strait relations are explained from the macro perspective. In addition, examples of important regional trade agreements in the world are given, such as the North American Free Trade Agreement (NAFTA), European Union Economic Partnership Agreement, Framework Agreement on ASEAN-China Economic Cooperation (ASEAN-China FTA) and Mainland and Hong Kong Closer Economic Partnership Arrangement (CEPA). The research on the development of cross-strait relations after the signing of ECFA by the two sides across the Strait is conducted based on the comprehensive analysis by referencing scopes, items, dispute settlement mechanisms and operational models of other agreements and examining the current impacts on the two parties.

    To reflect the implementation of ECFA in the past year, although there has been significant growth in the service sector (such as the tourism industry, financial industry and the growing number of Chinese students studying in Taiwan), other domestic sectors have nonetheless been adversely affected (agricultural and manufacturing industries). Considering the negotiation of ECFA, political distrust of the cross-strait relations inside Taiwan still runs high, not to mention the absence of a mechanism which helps integrate interests of different sectors and the lack of consensus among the government, the opposition and the society. Therefore, the Ma government has clearly adopted protectionism for fear that ECFA becomes the scapegoat for unemployment, negative impacts on business sectors and deterioration of income distribution.
