依循上述四個研究內容,探究歐洲文化首都之緣起、目的、相關法源政策、經費、活動成效與未來發展,歸納出歐洲文化首都之特點,探討成為歐洲文化首都是否對於城市文化再造有所助益;最後以法國里爾市( Lille )為研究案例,分析成為歐洲文化首都後,對於城市內部的建設、對外形象的塑造、經濟發展之效益與影響為何,同時檢視里爾是否符合歐洲文化首都之期望特點,亦以此反思城市是否可藉由舉辦藝術節慶等文化活動,活絡當地經濟與建設,吸引人潮,進而扭轉城市形象,於此目的下,筆者將就歐盟與法國相關之官方文獻、法條與內容、國內外相關學術論文著作、專書、媒體相關報導等文獻資料蒐集與整理後,進行相關議題分析與探討,歸結歐洲文化首都對於城市文化再造之影響。 After years of organizational changes as European Coal and Steel Community in 1952, the European Economic Community in 1958, the European integration movement was formally established as European Community in 1993. The objective is for the peace and prosperity in European regional, and also to strengthen the economic and social development in Europe.
Even though the economic development in Europe is in a gradual stabilization, the differences of culture consciences are still a great challenge for the union. Therefore, the EU launched many cultural activities to encourage the communication and appreciation of each other''s diversity of cultural heritage. In this research, the main theme will be focused on European Capital of Culture which is practiced since 1985. The topics are: 1. The movement of Cultural actions in EU and the results; 2. The strategy and cultural policy relevant cultural exchange in France; 3. The impact of European Capital of Culture; 4. The changes and the renewal for Lille city before and after being European Capital of culture.
