    Abstract: 鐵路系統自規劃設計到營運維護均潛藏著不同類型的危害，必須透過安全管理的手段來預防控制予以消除。而目前世界上有關鐵路系統安全管理的規範大多以歐盟(European Union)所制訂的標準為主，鑑於他山之石可以攻錯，本文首先介紹歐盟所制定鐵路安全相關規範的架構與內容，之後再分別說明澳洲、美國、南韓、香港、日本、新加坡等國家於鐵路系統安全管理的實務作法，並綜整風險評估的方法，最後歸納其共通點以作為鐵路風險管理之參考。
