Taiwan Railway Administration (TRA) always serves as a major mode for passenger and freight transportation in Taiwan. In recent years, there were many accidents happened in TRA, which resulted in negative impacts and impressions to the public. Risk management is an important mechanism in foreign rail-advanced countries. Through the development of safety indicators, safety conditions can be monitored and any deviations from normal operations can be corrected to avoid serious accidents. This study attempts to develop safety indicators for TRA to analyze the risks on passengers, public, and workforce. The indicators can be used to find out potential safety problems and to propose alternatives for improving overall safety level and for reducing the frequencies and impacts of accidents.
