Abstract:	台灣電力事業在電業法之修正後自由化、民營化政策衝擊下，電業的解制、開放競爭及分業經營是未來台灣電力市場的必然趨勢; 729、921兩次大規模的停電，凸顯台灣地區電力的區域不平衡和電力傳輸系統的脆弱性，強化輸電系統、確保供電可靠，已成為當前電力最重要的課題；本研究針對如何增進供電穩定度加以分析，並提出具體、可行之發展策略和準則。
