Abstract:	每當國內油品價格上漲，公平會即送遭批評，認為未能善盡督導油價責任，非但形成施政困擾，亦造成管制與競爭間之競合。針對此一狀況，本文參酌國外自由化經驗與相關競爭法案例，分別針對國內油品市場的競爭程度、競爭與管制間之協調、寡占市場價格監督機制、油品行銷管道與相關的物價觀念做一探討，希望能提供主管機關參考。Recently, the petroleum prices tum to rise for the sake of soaring international oil prices. Since the petroleum is a necessity in daily life, the Taiwan Fair Trade Commission (TFTC) is frequently criticized for not acting to stop the price rise by the press. These criticisms not only disturb the TFTC's implementation, but also instigate a conflict between competition and regulation. This article refers to foreign experiences on the market liberalization and some competition law cases to explore several topics on the Taiwanese petroleum market. These issues include the degree of market competition, the coordination between competition and regulation, supervision on the oligopolistic pricing, market channel of the petroleum and some related price notions.
