There are many applications on the low Earth orbit satellite constellations. One of them is to providing the function of positioning. The positioning function is over certain region. To
provide a positioning capability over a certain region, a scheme to orbit a sufficient number of satellites to ensure that four are always electronically visible is developed. The planned constellation will provide a minimum the scheme to orbit the satellites is proposed to obtain the Regional Positioning System which can provides the positioning function as the GPS does and the navigation accuracy is given. An numerical example shows that a LEO constellation having 32 satellites can provide the positioning function over the region of the radius of 4800 Km centered at the arbitrary chosen site of 30° Nand 0° E .
