    Abstract: 隨著民主開放的風潮，現代人已不再是被動的接受訊息，而是主動的參與，甚至懂得去爭取可表達自己意見的追道，於是乎從解除報禁，到爭取開放頻道、設立電台等，一直是近經年來的熱門話題。在輿論、民意的影響下，我國「有線電視法」在民國八十二年立法通過，但是在法令規章不盡完善以及目前處於過渡時期的情況下，二年來各地非法電台四處林立，在政府不及取締的同時，有線電視由已深入許多家庭。
