Abstract:	2006年10月歐盟發表「全球歐洲:在世界競爭」文件報告。在該文件中，歐盟依照、2005年新「里斯本策略」架構，以創造就業與經濟成長為目標修正對外貿易政策主軸。歐盟不再將其貿易政策的重點單獨投注在WTO 多邊貿易體制的談判之下，而改以雙邊貿易協定為主，對外積極展開貿易協定之簽署與談判。這之後又體現在里斯本條約中有關共同商業政策的改革。文章以歐盟對外貿易之政策面與制度執行面為分析主體。政策面包括歐盟對外貿易政策之新發展，其內涵除以關稅調降為主，也逐漸納入非經濟性議題。此類自由貿易協定定義為「WTO-PLUS」，不僅在整合議題上有深化傾向，在規模上也不斷擴大，開始有跨區域的現象。在制度執行面上，於2009年12月正式生效之里斯本條約加強了制度改革與統整歐盟對外行動，原先由執委會負責之貿易政策產生結構性的變化。文章具體研究取向如下：(1)在里斯本策略新發展架構下，歐盟在對外貿易政策之調整；(2)歐盟對外貿易權限之分工與轉變；(3)歐盟經貿發展預期效益及影響。 In 2006, the EU published a Communication named "Global Europe: Competing in the World", in which the EU clarified the contributions of trade policy towards stimulating economic growth and creating jobs in Europe, based on the renewed Lisbon strategy from 2005. The EU's commercial policy deviates to take aggressive movements to negotiate and sign bilateral trade agreements with third countries instead of endeavoring in multilateral trading systems such as external trade/commerce. Third, it discusses the prospective benefits and impacts from the EU's economics and trade developments, and bringing up conclusions to sum up.
