    Abstract: 追求大學的卓越與多元,是國際上高等教育界共同的呼聲;加入WTO 後面對全球 化的競爭壓力,更唯有提供最佳品質才是生存之道。「全面品質管理 (Total Quality Management,簡稱TQM)」理念,近年來廣為高等教育機構運用,並視其為提高經營 績效的重要理念。應用全面品質管理的觀念建構一套完整的教學品保系統,進而建構 一個全面品質的學校,以提昇高等教育之教學品質,乃為大學追求卓越的必要條件。 有鑑於此,本計劃的目的為建置適合國內高等教育機構(大學校院)之教學品保系統。經 由文獻資料之探討,獲得有關教學品保系統之內涵、定義與進行相關研究時可茲應用 研究工具等資料,由於目前國內發展教學品保系統之大學為數不多,因此本研究採用 專家深度訪談之方式,以確立大學發展教學品保系統之策略、教學品質系統之內涵、 大學教學品保之實施方式,期能透過此系統,提升國內高等教育教學品質,並提高學 習者的學習效能。 Quality improvement has taken a more pervasive form in higher education. However, most researches focus quality implementation in the administrative work, there exists little research and practical system on the instructional quality in Taiwan. The purpose of this research is to construct the instructional quality assurance system, in accordance with how University implements Total Quality Management (TQM) in academic affairs, in order to increase the competitiveness in the international higher education market. Interview and professional meetings will be conducted with the administrators and faculty members who in charge of the instructional quality in their institutions, and to develop a comprehensive and feasible quality assurance system. The expected contributions are to design a quality assurance strategy, to integrate the resources in supportive units in teaching, and to construct an assurance system that can be shared within the higher education communities. The research will provide some insight into the implementation of TQM in higher educational institutions, and may raise consciousness of the faculty members more aware of the quality improvement situation of teaching in higher education.
