    Abstract: 在這一波教育改革的浪潮中,學校自主管理、教師專業自主成為新時代教育架構下必須重視以及落實的課題,然在「績效責任」掛帥下,國內頻頻推動之評鑑,卻未能體現上述精神,有時反而斲傷學校現場的自主權能。在評鑑領域中,近十餘年逐漸興起的彰權益能評鑑(empowerment evaluation)著重參與者的自我決定與權能的提升,期冀參與者透過評鑑過程得以解放(liberation)。這樣的籲求,在教育現場甚具意義,因其正呼應了當今的教育改革趨勢,讓教育界第一線工作者,以學校為基地,自發性、自主性地進行評鑑;讓教育參與者透過評鑑,提升權能感。有鑒於國內對此評鑑取徑(approach)仍是陌生,故本文以彰權益能評鑑為題,就其理論根源、概念與實施作介紹,並分析其在評鑑理論中之定位以及曾經引發之爭議。
