    Abstract: 本文作者從跨部門治理的觀點，探討近年來頗為熱門的政府再造議題。作者主張公私協力的精義乃反映在公部門、私部門，以及第三部門之間的治理工作。正如許多學者曾指稱的，在全球化的壓力以及民意期待高昇下，政府唯有透過制度設計方式，積極地致力於促進不同部門政策行動者的協力合作，否則將遭遇到無法避免的難以治理之窘境。儘管從理性選擇的觀點來看，這項任務可能並不容易達成。根據上述，本文擬先廣泛檢視政府再造的相關理論。其次，解析三個部門之間彼此的互動關係。最後，作者將提供政府當局，有關成功克服實務上瓶頸之觀念引導。
    In this paper, the authors discuss the recently popular issue of governmental reengineering from the perspective of cross-sector governance. The authors argue that the spirit of public-private partnership reflects concretely on the operation of governance among public sectors, private sectors, and "the Third Sector". As many scholars told us, under pressures of globalization and with growing expectations from people, government could do nothing but to engage positively in promoting the coordination of different sector policy actors by means of institutional design, otherwise ungovernable situations will soon be faced and hard to avoid. This essentially might be a highly tedious task especially from the viewpoints of rational choice. From above, this paper is going to broadly review the related theories regarding the reinventing government in the first place. The interactive relationships among three sectors will also then be addressed in detail. To the end, the authors would provide government authorities with a few guidelines to successfully overcome possible challenges in practice.
