    Abstract: 臺灣地區推動市區公車專用道已逾十年,然對於高速公路高乘載車輛怕(HOV)專用車道仍處於凝聚共識階段。回顧美國HOV車道四十年發展歷程,係以鼓勵大眾運輸為初衷,之後開放屬於副大眾運輸的高乘載小汽車通行,以充分使用車道剩餘容量。環保與交通部門對HOV車道的共識具體呈現於清潔空氣法及三大交通法案(ISTEA, TEA-21, SAFETY-LU),空氣品質不良的都會區多有相當規模的HOV車道網。本文提出臺灣推動高快速公路HOV車道面臨的四大關鍵課題,包括1.HOV車道政策定位;2.HOV車道市場定位;3.大客車專用道的局限性;4.HOV車道推動時機。若能釐清前述課題,將有助於推動以HOV為基礎的高速公路大眾與副大眾運輸專用車道。
