General Assembly Resolution 2758, the representatives of the ROC were no longer able to attend meetings of United Nations and its specialized agencies. Because of the complex political factors, Taiwan has been excluded from many international organizations, the question of Taiwan’s “international space” become a thorny issue.
Since 1996 Taiwan’s attempt to participate in the United Nations and World Health Organization has been unsuccessful because of Beijing’s obstruction. Until the Ma administration took office in May 2008, on account of the “diplomatic truce” and the” flexible diplomacy” policies, Cross-strait relations have eased considerably.
The purpose of this thesis is to discuss Taiwan''s Participation in the World Health Organization, and analysis of factors in Taiwan’s partaking in the World Health Organization. This thesis attempt to find the best method to expand "international spaces" of Taiwan
After the study, we can find the results which affect Taiwan’s participation in the specialized agencies are these following factors, “Cross-strait relations”, “International supports” and “foreign policy making”. And “Cross-strait relations” eased is the key factor.
