To achieve the goals of facilitating the financial information exchange, reducing the operating cost, and providing a sound financial supervision service, the Executive Yuan learns from the British experience and positions the “Hua-Kuang District Urban Redevelopment Plan” as a financial district. Thus, by inviting the Taiwan Financial Holdings Co., Ltd., the Financial Supervisory Commission Executive Yuan, the four largest securities and futures and other related institutes to station in, the Hua-Kuang District are expected to attract more financial investors to open companies around and further to form a financial industrial cluster. The effect of the industrial cluster would be helpful to boost the financial industries and gradually implement the government’s overall financial policies.
By using the research methods of literature reviews, in-depth interviews and the land suitability analysis, the study tries to discuss the rationality of the location and the policy-making process of the Hua-Kuang financial district. And the research areas are the twelve administrative divisions of the Taipei city. According to the literature reviews and the interviews, the study shows that the five key factors of a financial industrial cluster are the infrastructural development, the human resources, the capital resources, the group learning and the government policies. And the priority of these five factors is also revealed. The study further discusses and analysis the contents of those factors and evaluation items.
1. The Chung-Cheng district is the best administrative division to develop a financial district. The E1, E2, C1, D1 districts located on the left side of the Taipei Railroad Station are in the Chung-Cheng district and close to the Cheng-Chung business area. The Construction and Planning Agency, Ministry of the interior (CPAMI) regards these districts as the alternative locations for the financial district. Furthermore, these districts once developed comprehensively can link with the Cheng-Chung business area. Therefore, the image of the financial district could be sharpened.
2. As for the Da-Ann district where the “Hua-Kuang District Urban Redevelopment Plan” is located, it should be the second priority for a financial district.
