    摘要: 台灣在全球經貿表現有目共睹,惟過去因為國際政治處境特殊,一直被排除在亞太或其他地區經濟整合之外,對台灣經貿造成一定的衝擊。台灣身處在東亞的正中間,對外貿易、投資等重要經濟活動超過三分之二與這些地區有關,當這些地區在進行整合時,由於兩岸關係的特殊性,使台灣在過去幾乎沒有任何參與的機會。台灣的經濟發展高度依賴對外貿易,台灣如果無法參與而被排除在外時,將被課以高關稅,遭受貿易移轉和投資移轉的不利衝擊。
    但在兩岸於2010年6月29日完成洽簽經濟合作架構協議(Economic Co-operation Framework Agreement, ECFA)後,開啓台灣與其他重要貿易夥伴的經濟整合之門。為了鼓勵台商根留台灣,降低東協加三對台灣的負面影響,並提升台商對外的競爭力,要避免我國在區域經濟整合體系中被「邊緣化」,與中國大陸簽署ECFA,藉機融入東亞區域經濟整合。ECFA的簽署並非僅著眼於中國市場,未來的重點在於經濟整合日趨熱絡的東亞區域,為台灣經濟前景創造新的契機。
    新功能主義強調經濟整合應以區域為範圍,並強調要達成「擴溢」的效果,需借助菁英經由學習而累積經驗,修正觀念與行為。新功能主義認為,政治整合並非完全由經濟與科技的因素決定,政治力是整合過程中另一項不容輕忽的因素。新功能主義十分重視「擴散效應」,強調經濟整合具有由簡入繁,不斷擴大範圍,延伸到其他部門的影響力,最後到政治上的整合,這種「擴散效應」,是整合的重要關鍵。
    國際經濟情勢快速變遷,政府除了建立ECFA這條高速光纖以外,應該同時建構總體經濟政策的網絡治理平臺。以ECFA為中介平台,連結中國大陸和區域經濟的網絡建構起來,將對外資與台商產生「磁吸效應」。ECFA對未來兩岸關係有穩定發展的功能,有助台灣經營環境改善,不僅有利台商進行全球佈局,也有利吸引外商在台佈局規劃、增加投資,使台灣更加深化參與全球經濟活動。
    Taiwan’s economic performance and trade activities have drawn wide attention from the world; however, due to the special political situation in which Taiwan is lo-cated, Taiwan has always been excluded from joining economic alliances in Asia or other regions. As a result, Taiwan’s economic performance and trade activities have been impacted significantly. Located in the center of East Asia, more than two thirds of Taiwan’s critical economic activities such as international trade activities and in-vestment are related to these regions. Because of the unique relationship between Taiwan and China, hardly has Taiwan had any chance to participate in alliances in these regions. Because Taiwan’s economic growth heavily depends on international trade, Taiwan will suffer from high tariff rates and relocation of investment and trade activities if Taiwan is excluded from participating in these alliances.
    After the signing of the Economic Cooperation Framework Agreement (ECFA) on June 29th, 2010, Taiwan’s economic activities is now better integrated with its crit-ical trade partners. Taiwan signed ECFA together with China to encourage Taiwanese manufacturers to keep their bases in Taiwan, to reduce the negative impact of ASEAN Plus Three, to increase Taiwanese manufacturers’ competitiveness, and to prevent Taiwan from being marginalized in regional economy. By doing so, Taiwan can pene-trate the economic alliances in East Asia. The signing of ECFA is due to the market in not only China, but East Asia where economic alliances are frequently found recently. This is a great opportunity for Taiwan’s economic growth in the future.
    Neofunctionalism suggests that economic alliances should be regional-based and members should be able to leverage experts’ experience, learn from that, and modify concepts or behavior accordingly. Neofunctionalism suggests that political alliances do not come true simply due to economic and technological factors; political power is another factor that should not be ignored in alliances. Neofunctionalism emphasizes on Diffusion Effect and argues that economic alliances can gradually become more complex, enlarge their boundaries, extend effect to other departments, and ultimately lead to political alliances. Such Diffusion Effect is the key to alliances.
    As international economic status changes rapidly, in addition to lay down the high speed cable of ECFA, the government should also establish its management network platform to develop macroeconomics strategies. Using ECFA as the interim platform and establishing the network between China and regional economics, we can expect Magnetic Effect on foreign investors and Taiwanese manufacturers. ECFA can also stabilize cross-trait relationship and help improve business environment in Taiwan. Not only does ECFA benefit Taiwanese manufacturers in their global deployment, but it attracts the deployment of foreign investment and increases foreign investment. With ECFA, Taiwan can engage global economic activities at a deeper level.
