    Abstract: 隨著人類社會對肉類食品的需求日益增加,家畜禽的飼養數量大增,飼養方式也由家庭式飼養轉換大規模飼養,早期飼養農戶會利用廚餘以及農作物副產品飼養,隨著飼料工業化的演變,「廚餘養豬」日益式微;近年來各地氣侯變遷導致農作物減產,油價高漲的排擠效應下,市場上對生質能源需求大增,玉米、大豆等轉為生質能源的原料,以上眾多因素交叉影響下,大眾物資漲幅屢創新高。然而飼養成本的增加,迫使農戶必須尋求更低廉更容易取得的替代性飼料。
    如何避免人類與動物競食數量減少且價格高漲的糧食資源,該議題一直倍受注目。高度發展的國家中,歐美日甚至台灣亦同,精緻飲食的表象下,隱藏著過度浪費食材的情況,於是日本政府提出「飼料增產計劃」的宣言。值此同時「環保」議題方興未艾,以「廚餘變黃金」的觀念,藉由嚴密且規範完善的環保飼料認證制度,將廚餘、豆粕、酒糟、食品工廠副產品等,從收集、運送、分類、檢驗、製作、營養成分確認等程序,依照所規定之食品循環資源比例及現場勘查結果,完全符合規範程序者方可取得環保飼料認證資格。
    本論文探討「環保飼料認證制度」對於供應方的環保飼料業者與需求方的飼養農戶及消費者之間所產生的資訊不對稱情形。此認證制度是否可達到資訊對稱的功能,讓需求方在購買商品時,可以選擇更多好品質的商品。目前食用環保飼料最多畜種「豬」的肉質作為主要的消費者評價依據,推算環保飼料認證制度所產生的經濟效益。環保飼料認證制度對於提供肉類製品「質的安全」與「量的穩定」也將一併討論。
    As the human being demand to food meat is increasing day by day, the quantity of feed animal is also getting bigger and bigger. The way of feeding is shifting from family style to big scale industrial farm. The raw material of feed is also transferd from food residue,side product of grain to main grain products. When feed field is getting industrialization, the demand for food is also decreasing. Nowadays, the climate is unusual and the crop harvest is getting unstable, when the oil price is always in high level, the grain product like corn , soybean etc are transfered into bio-tech usage to be the substitute of oil. Based on above factors, the price of grain keep increasing, the cost of feed also keep increasing. The feed farmer is forced to seek cheep and efficient substitute of raw material for feed.
    When food resources is limited and price is getting high and high. Japan Government present “ Feed Expansion Plan” announcement, at the same time the “Environmental Protection” is also getting hot issue. Japanese Government set up “Food Recycled Resources” which is a complete and strict certificated system process from raw materal like soybean meal , food residue,the waste from food factory etc into feed usage process.
    The study concentrated on the unsufficent information of EcoFeed between seller and buyer, also using pork meat as the sample because it is well used as EcoFeed.
