    Abstract: 1958年12月[1]美國發射世界上第一顆試驗通訊衛星,開啟了通訊衛星的序幕,在 1965年4月6日美國成功發射了世界第一顆實用靜止軌道通訊衛星:國際通訊衛星1號 [2]。到目前為止,該型衛星已發展到了第八代;前蘇聯的通訊衛星命名為“閃電號”,包 括閃電1、2、3號等,“閃電號”衛星大多數不在靜止軌道上,而在一條偏心率很大的橢 圓軌道上。中國大陸的第一顆靜止軌道通訊衛星是1984 年4 月8 日發射[3]。衛星通訊 星系可使得任何時間地面發話者到接收者可完全經由衛星連結,不經過任何地面網路, 如此可防止電話竊聽的現象,適合軍事與民生用途。現今文明的運作已離不開通訊衛星。 本微衛星研究團隊曾於2002 年及2004 年,分別由張根榮[4]以及林宗憲[5]等人分 別設計出16/16/2 以及14/14/0 的Walker 星系設計方法配合被動式磁棒穩定,來觀測台 灣附近區域的氣象雲圖。吳岸明[6]探討台灣地區涵蓋北緯20 度至27 度範圍的最少衛星 數通訊星系。本實驗室以[5]的架構使用重力梯度桿姿態穩定設計氣象觀測任務的星系 [7],[5][7]的差別在於使用重力梯度桿姿態穩定只要8/8/5 即可完成任務需求。2007 年 由本實驗室[8],利用18/18/4 的衛星星系拍攝;東經60 度至180 度,北緯0 度至60 度 區域內每小時至少一張台氣象雲圖,及36/9/0 的衛星星系,以台灣為中心半徑2000 公 里的即時通訊星系。2008 年本實驗室[9],利用衛星連結觀測台彎附近地區的氣象雲圖。 本研究計畫將分為兩年來執行研究;在第一年設計以台灣為觀測中心,以衛星軌道 800 公里及1500 公里為基準的兩組衛星星系,模擬以台灣為中心在不同半徑範圍內 (500km~2500km)可達到即時通訊為目標之星系設計(我們在文獻[8]已有初步結果)。第二 年,以第一年的設計為基礎的兩組衛星星系,進而發展出,用不同的軌道高度,加入衛 星連結,並期望可以有效的減少衛星顆數,來達到相同的目的。
    December 1958 the America launched the first tested the communications satellite in the world [1], turned on the prelude of the communications satellite, U.S.A. succeeded in launching the first practical geoosyncronize orbit communications satellite on April 6, 1965: International Telecommunication Satessite 1 [2]. Up till now, this type satellite has already developed into the eighth generation; Communications satellite of the former Soviet Union named as Molniya , Molniya 1, 2, 3,etc., Molniya satellites are not on the static orbit, but on an oval track of very large eccentricity. The communications satellite of the first static orbit of China's Mainland was launched on April 8, 1984 [3]. Satellite communication constellation can make ground person of sent get recipient can link via the satellite totally any time, do not pass the network of any ground, the phenomenon that can prevent the telephone from being eavesdropped so, suitable and military and people's livelihood use. Civilized operation has already been due to a communications satellite now. Our micro-satellite team had designed the Walker constellation 16/16/2 and 14/14/0 for passive stabilized to observe weather close to Taiwan by Chuang[4] and Lin[5] in 2002 and 2004。Wu[6] probe into Taiwan contain north latitude 20 one that is to 27 degrees of ranges the least the satellite counts the communication constellation We used the structure of [5]design the constellation of weather observation for Gravity-Gradient Stabilized[7],the difference of [5][7]is that the constellation of weather observation for Gravity-Gradient Stabilized as well as 8/8/5 satisfy the mission. 2007 Wen[8] use 18/18/4 to get longitude o 60 to o 180 and latitude o 0 to o 60 weather image,and 36/9/0 continuous coverage Taiwan radius of 200km.2009 Chuage [9] use inter-satellite links to observation Weather image near Taiwan. This project will divide into and carry out to study over the past two years; Design and regard Taiwan as and observe the centre, two groups of satellites galaxies taking 800 kilometers of satellite track and 1500 kilometers as basis in the first year, simulation regards Taiwan as the centre (500km simulation 2500km) within the range of different radiuses Can reach the instant communication to design for the galaxy of the goal (we have already had a preliminary result in the literature [8]) . In second year, two groups of satellites galaxies based on design of the first year, and then develop out, use different track height, put into the satellite and link, expect a number of reduction satellite that be able to be effective, to achieve the the same goal.
