In the past decade, more than 40 Taiwan international volunteers took part in the Election Observation Missions (EOMs) that organized by Asia Network for Free Election (ANFREL), the most credible election observation organizations in Asia, and dedicated to election observation of the Asian countries. In 2011, Citizen Congress Watch (CCW), one of the civil society organizations in Taiwan, finally became a representative of Taiwan to participate in the ANFREL’s members. This research note firstly introduced ANFREL’s background, the basic ideas, the code of conduct for the international election observers, as well as the recent EOMs and actions. Secondly, Taiwan civil society, including CCW/TGAP, in cooperation with the ANFREL, called for Asian international observers attended to Taiwan's presidential election observation missions in 2008 and 2012. The statements of both EOMs indicated that there are many mistakes exposed in the election process and the electoral system is not fair outside, in addition to indirectly demonstrated the ability of Taiwan's free elections and civil society organizations to promote grassroots for democracy. Finally, Taiwan's governmental agencies should face the effectiveness of the supervision of elections observation from the international perspectives. Non-governmental or civil society organizations need to call for more social elite involved into the EOMs to enhance the capacity of local election observation, as well as continued with the Parliament monitoring related organizations to concern about the reform of electoral system and laws.
