    Abstract: 數位出版產業是我國積極發展的開發計畫,尤其以電子書市場的分析最受各界關 注。在國家資訊基礎建設下,政府出版品則儼然成為一項具有市場經營價值的政府資訊 內容產業。現階段政府機構電子出版品除了依照規定呈繳之外,對於政府出版品數位化 策略依然有所侷限,考量委外合作的目的、性質、出版品價值及潛在市場需求等因素, 有必要研析電子出版品授權利用的設計。本文為瞭解政府作為內容供應者所扮演角色, 綜合國內、外政府出版品策略發展之經驗,以茲政府發展數位內容授權、OPEN 網站架 構、合作出版,並持續強化政府出版品的加值利用,進而引導民間資源投入內容生產, 建置授權規範與商業模式之經營。
    The development of the Digital Publishing Industry, especially the E-book industry, has become one of the main concerns of Taiwan government. Government publications based on information infrastructure can be treated as an information content providers that forms a potential market. Compared to commercial industry, the government digital publishing strategy and policy remain to be conservative, in spite of several active factors such as outsourcing publication and market value found on some of the public sectors. Licensing policy of digital publication is a key to the industry. This study aims at exploring the role of government on the era of digital publishing and analyses the possibilities/models of value-added strategy with private sectors involvement.
