摘要:	當代社會所面臨的高度複雜的公共問題已非政府部門可以單獨處理，協力治理的概念強調結合不同部門組織的優勢與資源，以提升處理公共問題的能力與效率。關於協力治理的概念理論以及實務運作的優勢與缺失等議題在公共行政學界受到很多的關注，然而關於政府與一般民間企業如何透過協力治理的模式以促成產業發展，並兼顧整體環境的永續發展，仍有許多討論的空間。本研究計畫選擇對於台灣經濟成長中扮演重要角色的半導體業為研究對象，不同於一般高科技政策的研究以單一特定政策的決策和影響為研究焦點，本研究計畫採用跨部門協力治理的觀點，討論和分析政府和半導體業以及其他相關的組織組合而成的協力治理模式的發展、轉型和改進之道。具體而言，本研究計畫採取文獻分析法與深度訪談法，從台灣半導體業發展的歷史過程來觀察政府與半導體業協力合作的模式的起源與轉變，針對不同產業發展階段下協力治理模式的結構與過程等要素進行討論與分析。本研究並採取問卷調查法了解半導體產業對目前的協力合作模式的滿意度，以及運用德菲法擬定未來協力合作模式的方向，及針對政府如何強化協力模式下所需的治理能力提出建議。整體而言，理論上本研究可以強化對於跨部門協力治理模式的建構，特別是發展出適用於不同的產業發展階段的協力治理模式；在實務上，就政府與半導體業的協力治理模式進行檢討並提出改進建議，使得將來的協力治理能更有效的促成半導體產業的發展並利於台灣環境的永續發展。 Cross-sector collaboration between government and industry has long been considered as an important tool to promote economic growth. This research project focuses on cross-sector collaboration of government and semiconductor industry in Taiwan. It conducts in-depth interview along with literature review to understand the process and structure of collaborative efforts in promoting the growth and transformation of the semiconductor industry in Taiwan. It also conducts a survey to analyze to what degree the semiconductor industry is satisfied with the current cross-sector collaboration model. Last, it adopts the Delphi method, getting together government and industry representatives, experts, and citizen groups to provide recommendations on the future changes in the cross-sector collaboration model. This projects hopes to deepen our understanding of how cross-sector collaboration works in practice and develop a better cross-sector collaboration model to promote the growth of semiconductor industry as well as sustainable development in Taiwan.
