電子治理（e-governance）的概念自1990年代開始受到學界與實務界的重視，最主要的原因當然是來自於政府治理對於效率與效能需求的提升，讓政府莫不積極投入資源在資訊化工作上。近幾年來，地方治理的重要性升高，尤其是新四都成立之後所產生的區域整合環境，如何應用資訊通訊科技提升區域服務品質、資訊架構區域整合..等問題，成為電子治理研究的新課題。但相當可惜的是，即使已有許多文獻指出地方政府對於電子化服務的應用，與中央政府有相當大差異，大多數文獻還是簡單化、單一化政府電子化的架構模型，未深入探討不同層級、不同類型政府對於電子化的需要與特殊應用，忽略地方電子治理的特質，誤以為可以將國家電子治理發展的架構，直接套用到地方政府上。換言之，要如何有效整合中央與地方資訊架構、建構完整的地方電子治理模式、有哪些具體可行且適用於地方政府的電子服務模式…等問題，在文獻中一直被忽略。 本研究的主要目的，就是希望打破電子治理架構一體適用不同政府類型的思維假定，以地方治理為核心，透過由下至上、以地方為核心的研究途徑，建構一個適合地方特質與需求的地方電子治理架構，再擬定具體的推動策略及方案。因為相較於中央政府，地方層級在推動電子化時，不論是需求、財力、目的，以及所遭遇的困難都會與中央政府層級有所不同，對於電子化政府的管理也會不同。 E-Governance has been recognized a powerful mechanism for reinventing local governments. It emphasizes effective and efficient citizen service, coordination among agencies, and quality community participation. Although there are increasing numbers of studies dealing with the importance of local e-governance, most of them inadequately built on the framework that based on central governance. In other words, what is meant by LOCAL e-governance is still unclear. This results in the conceptualization and implementations of e-government program are difficult to evaluate. This research is going to address the issue by constructing a local e-governance framework allowing for the identification of ICT related strategic plans and applications in local government.
