    摘要: 我國地方政府的政策創新與擴散： 1999-2010 年創新個案資料庫之建立及創新擴散定群模型分析 地方政府的重要性與地位，過去二十年來在政府治理結構當中有了相當大的成 長，如何提昇地方政府的治理能力，成為公共行政學界與實務界共同關心重要議 題。本研究以「創新」與「創新擴散」為研究主題，嘗試解決的核心問題為：如 何透過創新，以及創新的擴散提升我國地方政府的治理能力。 本研究將透過新聞資料庫分析、深度訪談為基礎之創新資料庫的建立、各縣市政 府創新分數的計算、以及各縣市1999-2010 年間縱貫性統計資料為基礎的擴散模 型，探討什麼因素影響地方創新的產生，以及創新產生之後的擴散型態，分析政 策創新在地方政府間散佈的方式與影響因素。
    The growing importance of policy innovation has drawn very much attention from both academia and practice. It is widely believed that the policy innovation capacity is a main source of government performance. By censusing local policy innovations within 1999-2010 as well as developing innovation scores of Taiwan’s twenty-five local governments, this project attempts to model the factors influencing local government’s innovation capacity (dependent variable: innovation score), and to understand the diffusion patterns of innovations among Taiwan’s local governments.
