Abstract:	我國地方政府的政策創新與擴散： 1999-2010 年創新個案資料庫之建立及創新擴散定群模型分析地方政府的重要性與地位，過去二十年來在政府治理結構當中有了相當大的成長，如何提昇地方政府的治理能力，成為公共行政學界與實務界共同關心重要議題。本研究以「創新」與「創新擴散」為研究主題，嘗試解決的核心問題為：如何透過創新，以及創新的擴散提升我國地方政府的治理能力。本研究將透過新聞資料庫分析、深度訪談為基礎之創新資料庫的建立、各縣市政府創新分數的計算、以及各縣市1999-2010 年間縱貫性統計資料為基礎的擴散模型，探討什麼因素影響地方創新的產生，以及創新產生之後的擴散型態，分析政策創新在地方政府間散佈的方式與影響因素。 The growing importance of policy innovation has drawn very much attention from both academia and practice. It is widely believed that the policy innovation capacity is a main source of government performance. By censusing local policy innovations within 1999-2010 as well as developing innovation scores of Taiwan’s twenty-five local governments, this project attempts to model the factors influencing local government’s innovation capacity (dependent variable: innovation score), and to understand the diffusion patterns of innovations among Taiwan’s local governments.
