本研究建議如下： 一、建立政府電子書營運合作模式之管道。 二、訂定取得電子書數位版權標準作業程序的規劃。 三、配合國家圖書館電子書送存制度的規劃。 四、建議政府強化政府出版品管理法源。 五、建議行政院新聞局持續規劃數位出版創新應用典範體系計畫補助。 六、強化出版機關的作業程序及承辦人員的出版素養。 This research analyzes government publishing industry, discussing the challenges of the government publishing sectors in other countries, and to solve the problem of government publishing face. This thesis then depth interview the public sector and the private sector, discussing the licensing mechanism has concern business models, co-publishing, price system, and continue strengthen government publications reuse. These all can serve as reference for future government to develop the e-book industry and published policy.
The conclusions are as follows: 1)Discussing the development of government publishing industry in other countries and predicaments in Taiwan; 2)The business conditions for government e-book in Taiwan; 3)The public sectors and the private sectors on the models of cooperation with business for government e-book.
The suggestions are as follows: 1. Establish the operations of cooperation with business for government e-book. 2. Propose the standard operating procedure and related standards of government digital publishing. 3. Continue the study of the e-book deposit issue with National Central Library. 4. To suggest revise the management policies of government publications. 5. To continuing subsidies the digital publishing industry project by the government. 6. We should strengthen the sectors of operational produce, and promote the publish literacy to the sector personnel.
