    Abstract: 國軍正面臨革新的關鍵時刻,也勢必影響了大部分軍官的生涯規劃與發展,無論是職場中的大變動與大轉折,軍心與共識遭受極大的考驗,因為,組成份子的不同,面對壓力的挑戰,其正面積極的工作價值觀、工作士氣與向心力,皆有不一樣的銓釋,好的方面軍官來源多元化,可帶動國軍創新變革,因此如何有效地整合及運用人力資源,是國軍建軍成敗的關鍵所在,反之,不能調合軍官的多元,使其工作未能如意順遂,影響發展,產生負面的效應,使單位的衝突日益加大。
    本研究擬從個人觀看宏觀政策,因為從訪談個人背景來剖析政策問題所在,故擬以這四種不同軍官的來源,探討其個人屬性,如何影響「公平理論」及「組織承諾」,希冀從中瞭解四種軍官工作之態度,以利於爾後國軍人力規劃之參考,此為本研究之動機。
    本研究共計訪談10 位軍官,其主要研究結論歸納如下:
    1.常備役志願役軍官具有較強的組織承諾。
    2.官預志願役軍官及指職志願役軍官具有較低的規範性承諾。
    3.工作績效表現良好的官預志願役軍官及指職志願役軍官會具有情感性承諾及
    持續性承諾。
    4.常備役志願役軍官具有各種的組織公平認知。
    5.官預志願役軍官及指職志願役軍官不具有各種的組織公平認知。
    6.常備役志願役軍官具有強的組織依存關係。
    7.官預志願役軍官認為志願役軍官特性會對組織依存關係有大的影響。
    8.指職志願役軍官不認為志願役軍官特性會對組織依存關係有大的影響。
    9.常備役志願役軍官較官預及指職志願役軍官者皆存在著較高的組織承諾、組
    織公平認知及個人與組織依存關係。
    The national troops are facing innovation the critical moment, also will have affectedthe majority of military officer''s profession plan and the development inevitably,regardless of being in the work place momentous change and the big transition,the morale of troops and the mutual recognition suffer the enormous test,because,the composition individual contribution''s difference, facing the pressure challenge,its frontage positive work values, the work morale and the centripetal force,all has not same quan releases, the good aspect military officer originates the multiplication, may lead the national troops to innovate transforms,therefore how the conformity and the utilization human resources, are effectively the national troops found an armed force success''s or failure''s key to be,otherwise,cannot compound military officer''s many Yuan, enables its work to go smoothly pleasant,The influence development, has the negative effect,
    causes unit''s conflict to enlarge day by day.
