    Title: 新北市市立國民小學閒置空間再利用型式與成效之研究 : 以七所學校為例

    Abstract: 我國出生率逐年降低,少子女化減班現象,使得校園閒置空間再利用,成為備受重視的政策。故本研究旨在瞭解新北市市立國民小學於少子女化減班,校園閒置空間增加情形;並進而探討本研究中的七所學校試辦閒置空間再利用型式,其成效和所遇困境,以及未來閒置空間再利用可發展的型式。
    本研究屬於質性研究,採用半結構式的訪談法及個案研究。根據相關文獻擬定訪談大綱,對本研究中的七所有試辦閒置空間再利用的學校之四位校長、六位總務主任、三位事務組長,及租借學校的五位業者與教育主管機構之科員兩位,共二十位受訪者,進行訪談。多重蒐集證據來源並相互驗證,將資料加以探討、歸納後產生結論與相關建議。
    根據研究結果,所獲得結論為:
    一、因少子女化減班,造成校園閒置空間增多。
    二、學校的閒置空間再利用型式,規畫校內使用為優先考量,其次對外租借。
    三、學校試辦閒置空間再利用型式所面臨的困境,可化阻力為助力。
    四、試辦閒置空間租借,學校與業者皆樂意續辦、續租。
    五、集結社區人力與物力,開發學校特色,共創未來。
    以本研究所獲結論,針對教育主管機關、國民小學及租借學校之業者提出各項建議,供教育主管機關、學校、業者及未來研究之參考建議為:
    一、訂定優良業者評鑑機制。
    二、積極培訓規畫閒置空間再利用專業人員。
    三、法規的適度鬆綁,以利擴大辦理。
    四、適時統計校內的閒置空間,作再利用的評估與規畫。
    五、積極培訓與聘用空間規劃的專業教師,以應未來之需。
    六、積極將閒置空間租借出去,以增加經濟效益。
    七、成立策略聯盟,集結開發可利用的資源和人力。
    八、多了解學校的社區文化,可以降低風險。
    九、適度適時的溝通,改善自己與校方合作關係。
    十、提升教師的專業能力,增加競爭力。
    Owing to the phenomena of birthrate decline and reduced classes, the reuse of the vacant school space has become a significant educational policy. This study aims to investigate the patterns, the effects and the difficulties of the reuse of vacant school space as well as the patterns of the future reuse of vacant school space at seven elementary schools in New Taipei City, due to the fact that the birthrate decline leads to the reduced classes and the increase of the vacant school space.
    This study, a qualitative study, includes semi-structured interviews and case studies. According to the interview outline from related literature, the researcher interviews 20 persons from seven schools performing the reuse of the vacant school space, inclusive of four principals, six general directors, three heads of service, five companies renting vacant school space, and two clerks of the educational authorities.
    After the gathering and mutual authentication of the multiple sources of evidence as well as the investigation, induction, and summarization of the data, the conclusions are as follows.
    1. Because of fewer children and the reduced classes,the
    vacant school space increases.
    2. The school gives the priority of the reuse of the vacant
    school space to the school itself, and then to the
    outside renters.
    3. The problems encountered by the schools performing the
    reuse of the vacant school space can be solved and
    changed into helpful advice.
    4. The companies are willing to rent and re-rent the vacant
    school space, and the schools love the companies to do
    so.
    5. The schools can gather the human resources as well as
    the material resources from the community, develop the
    school characteristics, and create future ones.
    Based on the conclusions of this study, the educational authorities, the schools,and the companies renting the vacant school space provide some suggestions to the educational authorities, other schools, other companies, and future researchers of the title of thesis. The suggestions are as follows.
    1. The educational authorities set the evaluation system of
    excellent companies.
    2. The educational authorities actively train the
    specialists of the reuse of vacant school space.
    3. The easing of the regulations of reuse of vacant school
    space can facilitate the expansion of processing.
    4. The schools should control the sum of the vacant school
    space and make plans and evaluation of reusing the
    vacant school space.
    5. The schools should actively train and employ the
    professional teachers of spatial planning to meet the
    future needs.
    6. The schools should actively lease out the vacant school
    space to increase economic benefits.
    7. The schools should set up strategic alliances to gather
    usable human and material resources.
    8. The renters should learn more about community culture of
    the schools to reduce the risk.
    9. The renters should improve their cooperative
    relationship with the schools by suitable communication.
    10.The renters should promote teachers’specialty to
    increase their competitiveness.
