    摘要: 毒品問題在墨西哥的發展由來已久,更是影響墨西哥近代史發展的重要關鍵之一。這也使得墨西哥的反毒策略成為歷年來政府重大政策的項目。尤其自2006年12月現任總統卡德隆(Felipe Calderón)就職後,為了彰顯其打擊犯罪的決心與解決墨西哥毒品問題強盛的一念,進行了反毒之戰。毒品問題對墨西哥的政治、經濟與社會帶來了極大的衝擊,而導致毒品問題從社會問題擴展成國家安全問題,進而升級到區域安全問題。

    本篇論文採用文獻分析法,除了利用國內與網路資料外,還有到墨西哥蒐集當地資料並進行參與式觀察,再匯整資料,試以非傳統安全(non-traditional security)為主題,將毒品問題列為墨西哥國家安全的威脅,來探討毒品在墨西哥轉運、生產與消費對該國的影響,以及墨西哥如何和美國、國際組織與非政府組織合作。並更進一步檢討卡德隆政府反毒戰爭失敗的原因與反毒戰爭失敗後對墨西哥所造成的各項衝擊。然而,墨西哥當局主要以傳統的軍事手段在處理毒品問題所帶來的非傳統威脅,但並不足以解決目前墨西哥所面對的困境;因此,墨西哥政府應當就其毒品問題的核心著手,而不是以軍事武力為主要手段。在進行國際合作的同時,不可忽視國內其他問題所帶來的影響。唯有如此再加上國際合作,才可解決毒品問題所帶來的非傳統威脅。
    One of the key elements affecting modern Mexico is its long exisitng drug dealing issues. Anti-drug strategies have became one of the Mexican authorities'' major concerns. Since Mexican president Felipe Calderón came to the power in December 2006, his declared intention has been to find a solution to the pervasive drug problem in Mexico. The drug problem has had a devastating impact on Mexican politics, economics, and society; hence, the drug problem in Mexico has not only expanded from a social problem but to national security issue, and to a wider regional security threat.

    This thesis adopted not only the Document Analysis where data was gathered from libraries in Taiwan and the Internet, but also Participant Observation where the researcher spent two years in Monterrey, Mexico doing her ethnographic research. It considered the drug problem as a threat for Mexican national security based on the non-traditional security theory to discuss the influences caused by drug trafficking, drug production, and drug consumption in Mexico, and how Mexican Authorities had cooperated with the U.S. government, Intergovernmental Organizations and Nongovernmental Organizations. Further, this thesis also analyzed the reasons that the Calderón Administration has failed in the anti-drug war and the impacts caused by the loss of that war. However, for the dilemma facing Mexico today, it is not sufficient to handle the non-traditional security threats that the drug problem caused with the traditional military means. Accordingly, the Mexican government should approach the drug problem from its core, but not utilize the military as its primary means. Besides, the Mexican government should take the impact of the domestic problems into consideration, while employing international cooperation; only in this way, can it solve the non-traditional threats caused by the drug problem.
