    Abstract: 尼加拉瓜為中美洲最窮的國家,也是最依賴外援在國際中求得生存的國家。而且它有一個強有力的領導者,維護了他的政治熱情,直到他十六年後的重新掌權,也就是這篇論文的主角:尼加拉瓜總統奧爾特加薩維德拉。




    Nicaragua, the poorest country in Central America, is also the country most dependent on external assistance to live in the international environment. And it has a strong leader, who maintained his passion for politics until his return to power after 16 years, the protagonist of this research: Nicaraguan President Daniel Ortega Saavedra.

    In his first term in 1985-1990, faced strong challenges from the outside environment and the interior. As Daniel Ortega had gone to Cuba to receive training and was influenced by revolutionary ideology of Fidel Castro''s socialist and anti-imperialist. During the last years of Cold War, Nicaragua lived between the power of two superpowers: the United States (U.S.) and the Soviet Union (USSR).

    And in his second term, 2007 to the present, the power of the socialist world was weakening and ended the tension between the two powers. In contrast, the bipolar world became unipolar world, strengthening the position of world superpower- the United States. According to the theory of decision making Holsti, it is possible that the overall direction or strategy of a country ends up with only one option, but continues to adjust the object, the value and interest that suit the environment inside or outside and the results produced are a sequence of policies.

    This paper examines the history and major cases, along with the intricate political relationship between Nicaragua, the United States and allied countries of Nicaragua. And there is the development of foreign policy by Daniel Ortega Saavedra.
