After Financial Tsunami experienced by mainland China in 2008, CCP expanded and encougraged the students to be graduated in the year to assume “Village Official” instead of working for foreign company as imagination or working at factory, but “Village Official” was not a real officer but was the so called “Village Cadres”, which means the managerial person elected by village residents or by autonomy organization, the job of “Village Cadres” is to act as the assistant for these managerial persons.
In order to solve overall low quality of rural cadres and lack of vitality caused by aging, and poor level of educational and cultural extent , weakening of village collective strength, and the long term conflict in power caused by away from “Village Cadres” which had obstructed the task development in the grassroots organization and further influenced on CCP solid sustainable governance, CCP has therefore strengthened and enhanced “Three Rural” leading effort on task so as to improve rural economic and social order and to stablize the rural production development to fill the shortage of rural science and technology talent resources, and further to enhance the rual aspect of life and to strengthen the CPC’s leadship in rual areas. Universities are getting expanded during recent years in mainland China that have caused the
employment of students getting hard and difficult, in order to expand the employment channels for students and to ease the pressure on urban employment and balance on rural talents transmission, to correct the employment concepts for students and the value concepts on serving society and people to be brave to accept challenge and discipline.
When the government of mainland China strengthens the grassroots organization by way of systematic means and planned recruitment for their implemented experience as as to train the local young “Student Village Official”, we also expect to study the simiar system in the future to strengthen the implementation experience for domestic officers to train their understanding on public opinion and thought and to guide the young people (especially on intellectuals such as university students) to deepen into grassroots for their discipline and growth and further to train their sentiment and value concepts to serve social people. As to the part not studied in details in this thesis., such as plaining, design on domestic similar system, that will be discussed in the furture by other articles.
The study is the only one thesis aimed to the system of “Students Village Official” in mainland China, which has the “Initiate Effect” , and look forward to provide a reference to those who have interesting to study.
