    Abstract: 貪污賄賂的貪腐問題,一直是人類社會「老」、「大」、「難」,古老且深遠的問題。而縱觀以往,中共自1949年在中國大陸建政以來,歷來各個高層領導人均深刻地瞭解,「貪腐」問題實際上已經危及其共產黨專制政權,因此中共要如何在肅貪與維繫政權之間找尋出路?

    2009年7月,中共在重慶市委書記薄熙來以及公安局長王立軍的縝密佈署下,展開中國大陸有史以來「力度最深」、「範圍最廣」及「層級最高」的「打黑」與「反貪腐」行動。然而對於中共而言,此一「重慶經驗」既帶來了機遇卻也形成了挑戰,兩岸人民對於中共正視「貪腐」問題,開始有著極大的注目。

    本研究將對中共「貪腐」的歷史由來及其背景先作一分析,同時瞭解其形成因素;以及歸納、研究中共對貪腐問題觀點,並進行解決中共貪腐問題的相關思考。分析中共建政以來,經過改革開放直到今日為止,各階段的反貪腐政策,並探討各時期的策略與方向、發展過程與實施成效等,均是本文之中所要研究。

    本研究並嘗試運用兩岸政府機關資料、學術期刊、學者專論、報章雜誌以及網路資料,探討與分析重慶市委書記薄熙來在重慶所進行的「打黑」與「反貪腐」行動後,其「重慶經驗」所產生之正面效益與負面影響,並綜合當前中共貪腐問題,最後作出中國大陸反貪腐政策之改革建議,提出個人研究結論,並以此作為本論文之總結。
    Corruption such as embezzlement and bribery has always been an old, big and difficult problem in the human society-an age-old and deep-rooted issue. A general review of the past shows that since the Communist Party of China (CPC) established its regime in mainland China in 1949, all of its top government officials have known it very well that the corruption issue has actually endangered its communist authoritarian government. How is the CPC to strike a balance between combating corruption and maintaining its regime?

    In July 2009, after careful deployment by Bo Xi-lai, Party Secretary of Chongqing City, and Wang Li-jun, Director of the Chongqing Public Security Bureau, the CPC started the most powerful, the most extensive and the highest-level anti-crime campaign ever in China’s history. That also meant fighting against corruption at the same time. However, for Chinese Communists, that was not only a time of opportunities but also a time of challenges. Much of the attention of the people living on both sides of the Taiwan Strait was drawn to the fact that the CPC was facing the corruption issue squarely.

    This study aims to firstly analyze the origin, history and background of the corruption problem existing in the CPC and find out the factors contributing to its formation. Secondly, this study summarizes and looks into the CPC’s viewpoints on corruption and the thinking behind CPC’s efforts to solve the corruption problem. Finally, analyzing the anti-corruption policies at various stages of the CPC’s regime, from its establishment, through its reformation and opening up, up to the present time as well as exploring the strategy employed and the direction taken in each period and the developing processes and the effects of implementation of the policies are also topics dealt with in this study.

    By making use of the governmental documents, academic journals, scholars’ monographs, newspapers, magazines and online information of both China and Taiwan, this study discusses and analyzes the positive benefits and negative impacts brought about by the anti-crime campaign in Chongqing conducted by Bo Xi-lai, Party Secretary of Chongqing. Finally, in response to the current corruption problem in the CPC, the author draws personal conclusions from his research and puts forward proposals for the China government to reform its anti-corruption policies.
