    Abstract: 自2005年,中美展開了第一次的戰略對話(又稱高層對話),歷經了2006年~2008年之中美戰略經濟對話,與2009年至今的中美戰略與經濟對話;當外界對於雙邊對話之持續發展性存疑時,中美仍持續地對話,增加其廣度與深度,也打破了以往兩國關係的模式,將彼此的合作與交流,在對話的基礎上,推向一個穩定的機制。
    中美戰略與經濟對話所涉及之議題相當廣泛,顯示了中美在合作的空間上,有了史無前例的規模與進展,而促成對話開始的原因,其中一個是中國的崛起,第二則是中美在經貿議題上之摩擦。前者促使美國改變了對中國的戰略夥伴關係,而不再以戰略對手稱之;後者則促使雙方一再地將對話昇級,或分軌、合併,但同樣地,都一直在加深與加廣對話的內容,及提高與會官員之層級,在再都顯示了中美雙方對於雙邊對話的高度重視,與對話可能產生之影響力與效應。
    亞太地區是中美雙方展開對話關鍵考量點,在雙方對話中扮演相當重要之戰略地緣因素;而台灣在地緣因素上看來,正好應該是雙方之考量之核心所在;然而,中美之對話並非圍繞在台灣議題,而台灣之戰略地位也未因此而降低其重要性。
    本論文即藉由中美對話之研究,探討亞太地區,包括台灣,應有的戰略思維。
    The U.S. – China Strategic and Economic Dialogue (S&ED) is an important bilateral mechanism between the two nations. The origion of S&ED can be traced back to August 1st, 2005, the date when the U.S. and China had Senior Dialogue (SD) for the first time. Then the dialogue was separated into Senior Dialogue and the U.S.- China Strategic Economic Dialogue (SED) during 2006~2008. The period from 2009 till now is that of S&ED, which started with President Obama’s administration.
    What makes S&ED significant is its range of contents and level of participants. The contents of S&ED covered issues of security, economy, environment, energy, intellectual property right (IPR), human rights, democracy, and so on. The key players of the two nations are raised to senior levels of each particular dialogue field. In addition, the origion of this bilateral dialogue can be discussed in the categories of the Chinese’s rise and the U.S. and China economic friction, which changed the attitude of the U.S. toward China. As a result, the U.S. regarded China as strategic partner rather than strategic rival.
    Furthermore, since the S&ED was held based on the development in Asia Pacific, the two sides should concern Taiwan as a main part due to its key position in this area. But in fact, not only Taiwan was shown little in the dialogue, but also it was mentioned less and less gradually. That is because the U.S. and China relations are the main theme for the dialogue, not Taiwan. Though Taiwan is not emphasized in the dialogue, its main position in Asia Pacific cannot be ignored.
    As a result, the study was to figure out Taiwan’s strategy in Asia Pacific, and the strategy in this area based on S&ED analysis.
