本研究以文獻調查的方式，探討有關網路規劃、品質管理與軟體系統發展等領域之研究，藉以建立出一套符合品質管理精神的網路建置架構，作為企業發展電腦網路系統時的參考規範。研究內容的主體分為三部份：第一部份為相關領域之文獻回顧，藉由文獻的整理以找出網路規劃實施過程中，融合品質管理精神之思考方向。第二部份為網路系統建置程序之檢討，將網路發展過程劃分為五大階段，並針對每一階段的合理作業程序作研討，以構建出一套網路系統發展的操作模型。第三部份以此網路發展模型為基礎，結合品質文件體系的要義，探討網路系統發展過程中每一階段應產出的文件與文件的內容格式，以作為品質稽核的工具，確保每一項工作細節皆已完備，為網路系統提供最佳的品質保證。目前，有關資訊產品開發過程中導入品質管理設計理念的研究，大都偏重於電子硬體與軟體系統，對於網路系統的建置過程中，融合品質管理精神的規劃設計研究則付之闕如。有鑑於此，本研究擬由品質管理的角度，來探討網路規劃建置過程中應有的合理程序與必要的文件系統，提出一套網路系統發展架構，為網路系統的開發品質把關，以確保網路的應用能契合企業的實際需求，讓使用者能實際地感受到網路系統提供的服務品質。 This research is based on literature survey to discuss topics on Network Planning, Quality Management and Software System Development. From this research, we derive a framework for network system construction that conforms to quality management, which is to be the norm for companies to follow when they are developing their computer network systems. This research is comparted into three parts. The first part is a review on literatures of related fields. By formulating the literatures, we find the moral of quality management in the implementary procedures of network planning. The second part is an overview on the procedures of network system development. The development is divided into five stages. Legitimate operating procedures in each stage are discussed in order to establish an operation model for network system development. The third part is base on this network system development model, combining the gist in quality documentation system so as to discuss the documents as well as the documents'' content and format generated at each stage of the procedures of network system development. Tools for quality audit are discussed at the same time. Every detail of the job is thus assured complete. The best quality is eventually guaranteed for network systems.
