    Title: 金門自晉江引水之評估

    Abstract: 「離島地區供水改善計畫」完成後，金門地區水源仍面臨了湖庫水原水水質不佳、地下水超抽及中成長用水需求待開發等 3 個課題。為解決前述課題及因應近年用
    水需求及通水政策等條件變化，本文由工程面、經濟面、法規面和政策面來評估自晉
    江引水計畫，並提出推動兩岸通水政策程序之建議供決策參考。工程方面，以佈管船置放法施作即可；法規方面，考量兩岸相關法規，其重點為：1.原水以「管線直接引入」、2.涉及陸資來台、3.「原水」通關問題；成本方面，初期投入經費約需 9.8 億元，
    供水成本每噸介於 18~31 元。替代方案為興建高級淨水處理設備、廢污水再利用設備及海水淡化廠，初期投入經費約需 20 億元，供水成本每噸 36 元。
