    Title: 評析馬斯垂克條約關於歐洲共同體立法程序之新規定

    Abstract: 由歐洲議會在立法程序上享有否決權觀之，可得到此一結論，即在共同體的立法程序上，理事會無法不顧慮歐洲議會之意見，而逕自通過法案，歐洲議會除享有否決權外，更重要的是在進行調解委員會程序前，歐洲議會與理事會同時為歐洲共同體之立法機關，共同執行立法職務，此乃共同體對歐洲議會參與立法程序新規定之原意，亦即歐洲議會不僅只是單純的參與公聽會，而且可與理事會共同負有立法機關制定法規的任務；但此一規定只適用於 Art.189bv EGV 。
