    Abstract: 航空公司國際策略聯盟的興起，使得參與策略聯盟的航空公司擴增規模，減少了彼此的營運成本，在911事件後，各國的航空公司為解決持續衰退的航空市場，國際策略聯盟成為航空公司求生存的因應之道，特別是在橫跨大西洋兩岸的航空市場，同時也囊括亞洲、澳洲與中南美洲的航空公司;再加上美國倡導開放天空協定的推波助瀾，使得航空市場上的競爭現象不再是傳統上的競爭模式。美國運輸部與司法部分別職掌國際航空公司策略聯盟的反托拉斯豁免與延長，基於外交利益與經濟利益的考量，在適用競爭規範時，二者有不同的見解與分析。
    The rise of the international airlines alliance has led to the enlargement of the participating airlines and a reduction in business costs. Fol1owing the 911 tragedy, the alliance has become a lifeline to avoiding a depression in the air transportation market, especial1y in the transatlantic air transport ation market and including airlines from Asia, Australia and South America. The Open Skies Agreements which have been advocated by the U.S. Government have resu1ted in a new model of competition in the air transportation market. The U.S. Department of Transportation and the Department of Justice are responsible for the antitrust exemption and its extension to the international airlines alliance. There are different viewpoints and analysis on the grounds of the diplomatic and economic advantages regarding the application of the competition regulations being taken into consideration.
