    Abstract: 有別於國內過去有關視障圖書服務的實證研究,本文認為健全台灣視障圖書服務的首要目標,在於確立以保障視障者受教權、工作權、資訊平等權等基本人權為核心價值的視障圖書政策。在回顧國內外身心障礙者人權觀念與立法的沿革後,本文提出新增身心障礙者權益保障法第 30 條之 1 的具體建議,其內容包括設立國家視障圖書館,協調並獎助民間以文字檔、語音檔或其他電子化等方式,提供相關圖書資源。其中又以文字檔的蒐集,最能有效縮短視障者與一般大眾在獲取圖書資源上的落差。此外,本文亦指出,電子書此一新興科技可能是未來豐富視障書籍來源的一大革命,因此建議政府應扮演更積極的角色,協助研發有利於視障者聽讀的電子書軟硬體。
    Different from the past literature, the author argues that the book policy for the visually impaired should be based on protection of the blind’s human rights,including the right of education, work, and equal information. After reviewing the evolution of human rights, this paper suggests the amendment of Protection Act on the Rights of Persons with Disabilities. First, the central government should settle up the National Library for the Blind. Second, the government should assist non-profit organizations to collect a variety of book text format from publishers and authors. The recent development of electronic books may become a revolution for the blind readers. This study finally suggests that the government should allocate more resources on cultivating the enterprise of electronic books.
