    摘要: Using private funds to finance large public construction projects is a popular idea for Government Bureaucrats. Build-Operate-Transfer(BOT) is an ideal approach mentioned by different officials quite frequently in many occasions. However, one should always keep in mind that, in the context in Taiwan Island, private sector participation in public infrastructure projects is a relatively new experience for both Government agencies and private sector investors. Considering the financial difficulties facing the current Government of O.C., the author has little doubt that it is more likely than not that private sector participation in at least some of the projects is unavoidable. This paper discusses the following subjects about BOT: the advantages and risks facing BOT;how to propose a BOT scheme and acquire the concession;the difficulty in pushing through a BOT project in R.O.C. environment;how to reduce the risks in order to omplete the BOT project successfully.
