本文主要之目的在於簡介台灣目前輕航機產業發展的現況與所面對的問題。目前輕航機運動產業在全世界許多國家盛行， 其中仍以歐美國家為主體。相較於其他民航機之驗證要求，輕航機定位於個人運動休閒類， 因此驗設制度有很大的不同， 本文將比較台灣與歐美國家相關法規之異同。由於輕航機安全的要求較低與驗證的門極不高，所以尚未被歐美國家之相關企業壟斷， 且大部份投入超輕航機設計製造之廠商多為中小型企業，此一特性符合台灣航太業者之發展現況。台灣航太業界在近十幾年的發展， 對於精密零組件的製造能力與品保管理，已具國際競爭能力，惟在航空器整機與引擎設計上仍有發展的空間。但輕航機整體的複雜度不如一般民航機與軍機， 但其附加價值，包括後績的服務、維修與改裝深具開發潛力。由於台灣的地形與空成限制以及目前相關法令的不完整，形成未來發展的障礙， 但若能克服以上困難，並結合適邊地區共同合作，相信心、能開擴亞洲地區航太產業的另一個商業與航太技術發展的企機。 Taiwan has greatly emboldened to aviation manufacturing for a decade. They also put it on the list of top ten new growing industries. The Authorities has renewed the『Aviation Industry Development Plan』 several times and declared the bill named『Aviation Manufacturing Development Plan』 on July 2003. The developing of 『Aero -Sports Recreational Industries』is a key point. Almost at the same time, CAA has announced the『Regulations Governing the Ultralight Vehicles』 on March 2003. These provisions look for making the proper laws to encourage the development of aero -sports.
Our first time used ultralight aircraft on aero-sports began in 1995. By the same time, it not only got the people that have great enthusiast on this activities together but also constructed the tasks relative to the aero-sports factories such as self-designed, assembly and maintenance service. The current aviation recreational aircraft manufacturing industry in Taiwan is a combination of technology-intensive and labor-intensive type. If we can consolidate all the present available technologies in aviation design and production abilities, we are able to enhance the added value of the traditional manufacturing industry.
The major subjects of this study are based on the marketing, regulations and technology of ultralight aircraft sports, then analysis the current situation that we might face to. For instance, how to develop and improve the market in Taiwan and what if we splay the aircraft business to other countries, how to overcome the challenge of the international market. For regulation parts, even though we have bills issued related to ultralight aircraft managements, airworthiness certification procedures and pilot licenses. But the primary problem is the licensing of airdromes. As the same, our aviation manufactures already have been the standard technical level from producing the IDF that we designed and involving in many international aviation contracts. But how to translate the core-technology to ultralight aircraft manufactures become the immense factors that signify to keep aero-sport business continue and maintain the competitions of internatio nal market.
