Abstract:	國內外對公路客運業規模經濟之有關研究, 至今尚未有一致的結論.此與公路客運業本身受政府管制之程度、生產技術之進展、行駛路線性質(如公路等級、路線長短)之差別,以及研究者對生產函數或成本函數分析方法之差異, 乃至函數形式與產出設定之不同(尤以人公里與車公里之設定,爭議最多)皆有關係.因此,本計畫首先將綜合比較國內外之研究成果與實證經驗,以釐清不同情境與條件下所可能導致之一般性結論.本計畫係以台灣地區,目前經營城際公路客運之業者為研究分析之對象.本研究首先對公路客運業之運輸成本作一分析,再來建立公路客運業之成本函數,經由成本函數分析公路客運業之產業經濟特性及最小有效規模 (MES),並對運輸成本關鍵性影響因素作敏感度分析,且就服務水準管制對運輸成本之影響性進行分析.
