Abstract:	全球化是當前城市發展最核心的挑戰，其中，全球化發展所帶來經濟典範與模式的變動，帶來了深刻的結構性危機和挑戰。與傳統現代都市發展的邏輯迴異，都市的發展動態脈絡，不再只是都市內部需求對於功能與課題的滿足，而主要回應在全球化經貿網絡中生存機會與競爭能力的展現上。從20世紀的最後二十年起，全球都市均開始以各種不同的方式，面臨一連串都市改造的任務與課題。也形塑了近代都市發展的新經驗。德國漢堡(Hamburg)在1980年代，受到全球化產業變遷的影響，整個城市與附近區域陷入萎縮與蕭條，人口大幅衰減，經濟陷入危機。然而，經過20年的積極利用全球變動局勢進行改造，積極結合永續發展營造全新都市空間意象與生活品質的策略，漢堡已經成為德國當前國土發展中最重要的經濟成長中心之一，也是全球化影響下城市改造最有成就與效率的城市。本文將以漢堡為例，探討與分析漢堡在全球化影響下，這些城市改造行動的經驗與策略。以做為台灣都市發展因應全球化影響進行改造時之參考。 Globalization brings the key challenge to the current urban development. It arouses people's attention to the economical altering of the models and patterns, and moreover exposes structural crisis and challenges beneath the superficial aspects. Different from the contemporary urban development, the newest urban development context should satisfied the functional inner necessities and even more demonstrate the opportunities and competence in the field of commercial and trade under globalization's influence. Since the last two decades in the twenty century, cities around the world set up to create new methods in order to solve the previous challenges mentioned. Actually, cities' changing creates a new experience of urban development recent years. In 1980s, Hamburg had faced a series of overwhelming problems, such as the economic recession and decreasing population stroked by the industrial changing globally. However, the city has throw out a plenty of the urban revitalizing movement for the on-coming challenging base on a brand-new concept and strategy of sustainable development. After 20 years' efforts, it has become the most indicating city being famous with its high life quality and friendly urban landscape in Germany. Besides, Hamburg has achieved itself a fame of being most efficient city in the world. Overall, the article is trying to clarify and analyze the city's experience of its rebuilding and its strategies coping with the globalization, and eventually provides Taiwan a proper recommendation as promoting urban development activities.
