    Abstract: This study attempts to construct criteria to evaluate the quality of traditional manufacturing industries in Taiwan. After a review of a substantial body of literature on the Taiwanese concept of quality and after interviewing relevant background experts, the study finally proposes 33 quality evaluation criteria appropriate for the characteristics of traditional manufacturing industries. The methodology, a Fuzzy Analytic Network Process (FANP), will be utilized to analyze different decision criteria such as leadership and operation ideals, strategy management, R&D and innovation, development of customers and markets, human resource and knowledge management, the applications and management of information strategy, process management, and operation performance. The findings advocate that traditional manufacturing industries should implement top five rankings of quality criteria. Operation Performance (0.154), The Development of Customers and Markets (0.1413), R&D and Innovation (0.1405), Process Management (0.126), Strategy Management (0.122), Leadership and Operation ideals (0.110), The Applications and Management of Information Strategy (0.1029), and Human Resource and Knowledge Management (0.1025) are among the most important elements. The results of the study are discussed, along with the implications for top managers.
