    Abstract: This paper proposes a generic architecture for a grading method designed to reduce bandwidth exhausting in modern multimedia environments. A resource allocation scheme based on circuit switching technology is developed to perform rapid bandwidth dividing and allocation. Unlike traditional traffic control methods that use priority-based techniques to resolve bandwidth contention issues, this study ensures the blocking probability of different classes of traffic lies within a tolerant range and a generic grading technique is employed to achieve optimum delay due to overflow traffic. The proposed method is easily implemented, has a rapid switching time, and improves the system performance by fulfilling QoS guarantees with the minimum of network resources. Our contribution is focused on resource saving and optimal delay for overflow traffics. The generic scheme presented in this study can be widely applied for resource control applications in modern high-speed communication networks.
