    Abstract: 歐盟發展合作政策之改變:從羅馬條約到里斯本條約 歐洲聯盟為世界上重要區域經貿組織之一,在結合27 個會員國經濟實力情況下, 它在全球所扮演之影響力是與日俱增,尤其在發展合作政策上扮演非常積極的角色。這 種以經濟力量透過政治運作,擴展國家自身利益與價值的追求,成為先進國家對開發中 國家關係的典範與模式。 本計畫案以歐盟發展合作之政策面與制度面為分析主體:政策面包括執委會提供的 援助政策、工具和會員國採行的雙邊援助計畫,特別是2005 年「歐盟發展共識」制訂 之新架構;在制度執行面上,於2009 年12 月正式生效之里斯本條約加強了制度改革與 統整歐盟對外行動,原先由執委會負責之發展政策產生結構性的變化。綜合前述幾項發 展,計畫案具體研究子題如下: (1) 檢視政策內涵之改變、援助工具與運作方式。 (2) 分析歐盟與會員國在發展合作政策之協調統整 (3) 比較分析在里斯本條約架構下,歐盟對外援助之調整與執委會權限之轉變。
    European Union is one of the most essential regional economic organizations. Under the economic integration of 27 Member states, the EU is steadily increasing its influences on the role of development cooperation. As Member states work on economic affairs through political operation to extend national interest and pursue their values, these successful experiences have become models and examples for interactions among developed and developing countries. The subject of this project consists of policy and institutional dimensions of development cooperation of the EU. The policy dimension concludes aid policies and instruments implemented by European Commission and bilateral assistance programs offered by Member States, focusing especially on the new framework “European Consensus on Development” in 2005. On institutional aspect, the Treaty of Lisbon, formally came into force in Dec. 2009, strengthens institutional reforms and coordinates EU external actions. The EU development policies which were responsible for European Commission have had structural changes. Synthesize previous results; the following sub-issues will be discussed: 1. The transitions in development aid policies, instruments and managements. 2. Coordination and harmonization of development cooperation between EU and Member states. 3. A comparative analysis of the adjustment on EU aid and change of Commission competence under the structure of Lisbon Treaty.
