    Abstract: 中高階文官的養成與培體制是文官改革的重點,建立可長可久的文官制度,為政府打造一支優秀的文官團隊。而「公務人力發展中心」肩負行政院所屬各機關舉辦相關專業訓練、公務人員業務講習與研討會、訓練技巧與方法之研究、評估與推廣等學術活動事項,藉以培訓所屬中高階公務人員之管理發展知能,以期能提昇公務人員決策品質與組織效能,落實職涯發展,最終實現終身學習理念,以奠定國家永續發展的堅實基礎。公務人力發展中心對於國家中高階公務人員之能力提昇與加強競爭力具備不可分割之責任。然而當前環境與社會競爭日益激烈,如何透過訓練,協助各機關同仁跳脫社會大眾對於公務人員之刻板印象,則有賴於公務人力發展中心積極擬訂永續培訓的發展策略方向。本研究主旨係以中高階公務人員培訓為研究焦點,針對世界重要國家對於其中高階公務人員領導訓練發展策略規劃、運作機制之實務作法與相關評估方式進行探討,進而對本國中高階公務人員之培訓練相關議題進行分析,最終歸納出策略性具體建議。
    Civil Service training and education in one of the essential tools for civil service reform to build up a civil service team of excellence. The Civil Service Development Institute is in charge of delivering training services for Executive Yuan and its subordinate organizations through different kinds of seminar, conference, and other promotion activities to enhance the competency and capability for middle and higher civil service. This research aims to study the strategic planning and operation mechanism for civil service training in major countries including US, Uk, Japan, France, and Australia to provide practical recommendations for CSDI to develop its sustainable plan.
