    Abstract: 本研究利用公共出借權制度之原理,將若干措施應用於特定大學圖書館之學術書籍與教科書之 流通業務上,企圖模擬出公共出借權於台灣學術圖書館之運作模式,並藉由此個案進而探討大 專教科書出版業者對於大學圖書館、著作權仲介團體之涉入,所持之態度。藉由實驗性執行公 共出借權了解其目的及其他相關設立基礎,並產出結果,加深各界了解與認知,進而著手評估 未來台灣學術出版環境與公共出借權之關係。
    To explore the Public Lending Right (PLR) scheme and the use of scholarly textbooks in university library collections, this study will follow several procedures of PLR in the experimental case of TKU university library. The experimental case can be treated as a prototype and a fundamental study of the coming policy of the Taiwan Copyright Clearing Center which recently has applied photocopy compulsory fee on the common use in the market and campus. The research value certainly has been expected for a further understanding for Taiwan scholarly publishing market and the for the feasibility of Taiwan PLR system in academic related works and site.
