The problem with learners of Japanese as a minor at the college/university level in Taiwan is that their learning motivation is low. In addition, teachers often are also not fully prepared; in particular, appropriate teaching materials for teachers and students, which are of critical importance, fall short of expectations. In other words, the language background (mother tongue) of learners impact learning a foreign language and influence learning effects. If the designs of learning strategies and learning models can encourage students to participate more in language practice and activities, learners probably will have more fun in learning. Furthermore, the content of textbooks also plays a significant role for learners. With proper teaching materials, even teachers who have less teaching experience can still achieve an acceptable level of teaching performance. It is hoped that a new system can be designed specifically catering to learners of the Japanese language. In order to accomplish this goal, the researcher posited that e-Learning has to be introduced into the curriculum and integrated into the textbooks. Accordingly, textbooks and E-learning should both be used in teaching a second foreign language. The use of various media could achieve different levels of learning efficiencies. The researcher would like to edit appropriate textbooks and develop the E-learning programs on the website in order to integrate these two into a Japanese language teaching system.
