本研究基於多元化教育的觀點，探討不登校特區的教育現況與核心理念的實現成效。目前日本不登校特區計有14例，其中由另類學校所成立者僅東京shure葛飾中學，其餘為縣政府或體制內學校成立或以視訊教學為主的特區。另類學校為現今日本不登校對策設施之一，轉型為不登校特區後的成效也受到矚目。不登校特區中將不受到現行教育制度的限制，許多民間的特殊教育理念都得以實現，也因此這不僅是不登校問題對策，也是促進地方發展政策之一。本研究計五項研究目的:一、澄清並且探討不登校特區核心理念的意義與範圍。二、分析不登校特區在實踐核心理念上的策略與方法。三、探討不登校特區在實踐核心理念過程中的困境及挑戰。四、比較各不登校特區間的差異性與教育成效。五、根據研究結果提出結論與建議，並且探討不登校特區在台灣實施的可能性。 In recent years, the increasing number of Truancy in Japan, Free School has become popular. However, Free School is different than the Free School in the West. It is very special that Japanese Free School is for Truancy, and it is not a “school”. In a word, Japanese Free School is similar to a private institution. Therefore, this thesis studies Japanese Free School and demonstrates its actual conditions. Because of Free school’s special idea, most of the Free School can not practice their core idea to educate truant students. Therefore, Japanese Government makes a structural reform to change the educational system. As one of the policies, Japanese Government installs a special area of Truancy, in this area, Free school will not limited to an educational restriction, they can practice their idea and have a lawful position. This study based on the aspect of a plural education to research about the present condition and the core ideas practiced in Japan’s special area of Truancy. And examine this practice can use in Taiwan to solve Truancy or not.
