The academic community confirms that the school library plays an important part in education. But in junior high schools, it is lack of human sources and budget in Taiwan. Besides, most of the students seldom use the school library. Is it because students have to spend most of their time on their studying, doing homework, or preparing for the high school entrance exam? The purpose of this research is to find out why students use or don’t use the school library by using the questionnaires. Furthermore, try to understand what functions the school library could supply and improve the services to the students.
    The conclusions are:
    1. The junior high school students who don’t use the library seldom spend time reading. It isn’t affected by their studies.
    2. The first reason why students don’t use the school library is that they
don’t have much free time. The second one is that it is too far from
their classroom to the library. The third one is that they have other reading resources.
    3. Most of the students that often use the library are the 7th graders. They like reading and their academic achievement is better than average.
    4. The reason why students like going to the library is that they like reading, and they can check in and check out the books from the library.
    5. The school library can provide many functions, such as self-learning, reading, leisure, cooperation, etc.
    6. Boy students and girl students are different in choosing their reading. Boys like to read something about leisure, but girls want to read and learn.
    The suggestions are:
    1. Let the students understand and be familiar with the library, and remind them to go to the school library as often as they can.
    2. The developme nt policy of collection must cover learning and leisure materials.
    3. The space design must be flexible and friendly.
    4. Provide reasonable facilities to meet students’ real needs.
    5. Arrange all kinds of activities to make students willingly enter the library and enjoy reading good books.
    6. The activity of visiting the school library is necessary for every class and every student.
